Are borders open? Can I travel to Costa Rica?

Yes.

Are there any quarantine requirements upon arrival?

No.

Do I need to take a Covid-19 test upon arrival?

No.

Do I need to prepare any additional documents before departing?

Passengers must have travel insurance with coverage of COVID-19 treatment (at least 50,000 USD in medical expenses) and accommodation costs (2,000 USD in lodging coverage in case of unexpected quarantine). The insuarance can be bought here.
A Health Pass (Pase de Salud) form must be completed before departure of the flight to Costa Rica. It will request you to provide your personal, flight information including your home address and health background. It will also ask you to input your insurance certificate number. Once you have submitted the form the system will generate a QR code for you to download and keep in your cell phone or print to show to your airline or airport authorities.

Can I enter Costa Rica without restrictions if I have a Covid-19 vaccine certificate?

Vaccine certificates are not accepted.

Do I need to be vaccinated against Covid-19 to enter Costa Rica?

No.
