Are borders open? Can I travel to Canada?

No. Travelling to Canada is suspended until 21 April 2021. This does not apply to citizens or permanent residents of Canada, and some categories passengers arriving from USA. More info about exceptions you can find on Canada's government website.
Passengers must arrive at Calgary (YYC), Montreal (YUL), Toronto (YYZ) or Vancouver (YVR) except passengers arriving on direct flights from St. Pierre and Miquelon.
Before flying to Canada, be sure that you have completed all the necessary steps - flying requirements checklist.

Are there any quarantine requirements upon arrival?

Passengers could be subject to quarantine for 14 days. Actual information and details about whom quarantine is applicable and how it will perform can be found here.
Passengers who must be quarantined must have a confirmed hotel reservation for 3 nights. The booking can be made here.

Passengers are subject to a Coronavirus molecular test upon arrival and another test during quarantine.

Do I need to take a Covid-19 test upon arrival?

Yes. All travellers 5 years of age or older, regardless of citizenship, must provide proof of a negative COVID-19 test result. The test must be taken within 72 hours of the scheduled departure time of the flight to Canada (if you have a connecting flight the test must be conducted within 72 hours of the scheduled departure time of your last direct flight to Canada). One of the accepted types of tests (nut not an antigen test) must be provided. You have to keep the proof of your test results for the 14-day period that begins on the day you enter Canada.

Do I need to prepare any additional documents before departing?

Yes. All passengers must use ArriveCAN before checking in at the airport or crossing the border to submit their travel and contact information, quarantine plan and COVID-19 symptoms self-assessment. Bringing the ArriveCAN receipt (electronic or paper) to show the border services officer upon arrival is necessary.

Can I enter Canada without restrictions if I have a Covid-19 vaccine certificate?

No.

Do I need to be vaccinated against Covid-19 to enter Canada?

No.
